Living Rivers, Colorado Riverkeeper, Center for Biological Diversity and River Runners for Wilderness submit the following comments for the Long-Term Management and Experimental Plan (LTEMP) Environmental Impact Statement (EIS) to be prepared under the guidelines of the National Environmental Policy Act (NEPA).

The purpose and need for this proposed action as described in the Federal Register of July 6, 2011 is: to reverse the impairment of downstream resources caused by operations of Glen Canyon Dam to Glen Canyon National Recreation Area (GCNRA) and Grand Canyon National Park (GCNP), as mandated by the Grand CanyonProtection Act (GCPA), Endangered Species Act (ESA), and other federal laws.
